I ended up getting a Creative X-Fi PCIe card. By setting the master sampling rate to 44.1K, 16-Bit and using Goldwave in the DirectSound mode (Control Properties>System>DirectSound API) I was able to successfully record at 44.1K, 16-Bit and see peak clipping on the record VU meter when the level was...

As far as I can see in any of the setup screens of RealTek, there is no peak limiting device. In fact, I always turn off all audio enhancing settings, like EQ and sonic maximizers, in a soundcard.
