What is the optimum Sample Rate and Bit Rate for human voices in an MP3 file?
Is 22050 Hz, 64 kbps a suitable choice?

Will this lower the audio quality of my mp3 music file?
If I open, edit, save my mp3 music file, doing this repeatedly many many times, and everytime I save the file I use the same setting "Layer-3, 44100 Hz, 128 kbps, stereo", will this lower the audio quality of the mp3 music file in the long run?

It is best if:
(1) the 'Sound Window' follows the 'Play Position' (i.e. the Play Head) when playing.
(2) we could turn off the 'Grid Lines' and 'Grid Numbers'.
