What is the optimum Sample Rate and Bit Rate for human voices in an MP3 file?

Is 22050 Hz, 64 kbps a suitable choice?

Just to make sure, will it lower the audio quality of the UNTOUCHED part of the mp3 music file?

If I open, edit, save my mp3 music file, doing this repeatedly many many times, and everytime I save the file I use the same setting "Layer-3, 44100 Hz, 128 kbps, stereo", will this lower the audio quality of the mp3 music file in the long run?

Which one will give better audio quality?

It is best if:

(1) the 'Sound Window' follows the 'Play Position' (i.e. the Play Head) when playing.

(2) we could turn off the 'Grid Lines' and 'Grid Numbers'.
