On the "System" tab of the "Control Properties" dialog, select "Use Core Audio/WASAPI". Then, on the "Device" tab, see if you have a "LOOPBACK" device listed as one of the "Record" devices you can use.

Then have a look in "Public". "Documents and Settings\All Users" is the old (XP and earlier) location for those things.

I don't think this really warrants a feature request because if "nothing is selected" then all you need to do it hit [Ctrl-A] ("Select All") to select the whole file. Therefore, using the "Selection" playback mode is a workable solution.
