Tool | Merge Files will do it. The final order will be determined by the order that the files are in the listbox, and you can actually drag files around in the listbox to change the order (not immediately obvious, but it works).

For voice you might actually be able to get away with MP3, provided you're not doing a lot of editing and re-saving of the MP3 file. Another thing you may get some useful mileage from is the Interpolate function. I've used this in similar scenarios with a good measure of success. The trick is to zoom in on the portion where the gap is, then delete the gap. With MP3 you may find a bit of "overspill" at the end of the act...

I don't actually think it's possible to do what you want short of writing a custom plug-in; it's a fairly specialized requirement so I would doubt if any software would support it. The best I can offer is a non-batch method, but it will get the result quicker and easier than doing each file individu...

That would make sense - .dat is a fairly generic extension used by a whole load of different types of software for different things, and it would not be too surprising if there was an audio codec that used it, that plugged into WMP and that exhibited the same bad behaviour as QuickTime.
