I just tried opening an mp3 file in GoldWave 5.70 under Windows 8.1 and it worked fine. The machine was upgraded from Windows 8 to Windows 8.1, so perhaps that makes a difference, but the test does indicate that GoldWave doesn't have a problem with Windows 8.1 per se.

I believe that the "official" way is to run GoldWave Setup (Start > All Programs > GoldWave > GoldWave Setup) and then use the "Backup Settings..." and "Restore Settings..." buttons.

When performing the Average Volume calculation GoldWave ignores periods of silence longer than 5ms where "silence" is defined as samples whose absolute value is smaller than 0.006 (normalized). That corresponds to about -44.4 dB. So, if an entire selection is below that threshold then the ...

You'll need to be more specific. Do you want to loop the 30 seconds of audio 60 times? Do you want to simply add 29 minutes and 30 seconds of silence to the end of the file? Or perhaps something else...?

You can try going into Options > Control Properties..., then on the "System" tab select "Use DirectSound API". Let us know if that helps.

Newer versions of GoldWave use "Core Audio/WASAPI" by default and the "Volume" tab does not appear in that case. There is probably nothing wrong with your GoldWave install.
