how to record using mono in windows 7

i m new to goldwave. i need to record input using channel as mono, sampling rate 16kHz and with pcm 16 bits.
i m using windows 7. when i set the properties in new a file opens still when i click to record it opens other file records in the format of stereo with 44100Hz. what are the changes i should made in properties to get channel as mono, sampling rate 16kHz and with pcm 16 bits? show the path step wise plz.

First you need to use

Effect > Resample...

to re-sample the file at 16000 Hz, then you need to do

File > Save As...

and choose "PCM signed 16 bit, mono" for the new file's attributes.
