How to shrink (denoise) this short *.mp3 file?

I have here a strange problem:

I have a short mp3 audio recording (from a pub) of music with only little people speaking in background.
Although it is only 26 (!) seconds long and has only a bitrate of 128kbits it takes up to 8570 KB file size.

When I drag it onto GoldWave and re-save it the file is not shrinking.

When I look at other music files then I have lots of other songs with a length of 4 minutes in 192 kbps and they require only ~6 MB.

So why is this MP3 song so comparable big?

How can I shrink the file size (with GoldWave) with a minimum of quality loss?

Maybe I have to de-noise the recoding from artifacts.
How do I do this with GoldWave?

As you may know there are 8 bits in a byte so 128 kilobits per second = 16 kilobytes per second. 16 kilobytes per second x 26 seconds = 416kB.

No. As above, the file size is related to bitrate & playing time (plus some space for headers and other embedded information.)

...If you use VBR (variable bitrate) a "simpler" less-noisy file will result in a smaller file (lower bitrate) for a given quality setting.

I checked your file with MediaInfo (confirmed 128kbps) and then with MP3Tag (which showed me the size of the image).

If you wish, MP3Tag can remove the image or remove& extract it, reduce the resolution with your photo/image editor and replace it with a smaller one.

You can use File | Information in GoldWave to remove the image as well.
