How to shrink (denoise) this short *.mp3 file?

I have here a strange problem:
I have a short mp3 audio recording (from a pub) of music with only little people speaking in background.
Although it is only 26 (!) seconds long and has only a bitrate of 128kbits it takes up to 8570 KB file size.

When I drag it onto GoldWave and re-save it the file is not shrinking.
When I look at other music files then I have lots of other songs with a length of 4 minutes in 192 kbps and they require only ~6 MB.
So why is this MP3 song so comparable big?
How can I shrink the file size (with GoldWave) with a minimum of quality loss?
Maybe I have to de-noise the recoding from artifacts.
How do I do this with GoldWave?
