Hi, a perhaps dumb question from someone who does voice acting but does not know audio editing all that well. I need help with noise reduction. I select a blank (I mean, no voice) portion of the audio which contains just noise, copy that to the clipboard, then select-all, and then pop up the noise reduction dialog and select "Use clipboard" - then what settings should I use under "Settings" part of the dialog box - that would be the FFT, Overlap, and Scale% settings? Thanks!

There aren't any settings you "should" use. The aim in actual processing is to strike a balance between noise reduction and artifacting. You might have to experiment to find the settings you want.
